OASIS SB Proposal Support

Our firm, Sams Contracting Consulting and Training, would be more than glad to assist your company in your pursuit of the current OASIS SB Onboarding Opportunity for Pools 1,3 and 4.  Below is an overview of the contract vehicle, the minimum qualifications and our offered support services:

 

WHAT IS THE OASIS SB IDIQ CONTRACT?

One Acquisition Solution for Integrated Services – Small Business (OASIS SB) is a ten year contract designed to address agencies’ need for a full range of service requirements that integrate multiple professional service disciplines and ancillary services/products with the flexibility for all contract types and pricing at the task order level. OASIS SB is a family of 7 separate Government-wide Multiple Award, Indefinite Delivery, Indefinite Quantity (MA-IDIQ) task order contracts that span 29 North American Industry Classification System (NAICS) Codes and 6 NAICS Code Exceptions under the economic subsector 541, Professional, Scientific, and Technical Services.  OASIS SB is available for use by all Federal agencies. Below is a list of the services procured through this contract vehicle:

POOL 1

  • Program Management Services
  • Management Consulting Services
  • Scientific Services
  • Engineering Services
  • Logistics Services
  • Financial Management Services
  • IT Services (only in a supplemental capacity)

POOL 3

  • Engineering For Military Weapons Systems/Energy/Naval Architecture

POOL 4

  • Research and Development

Approximately 190 additional MA-IDIQ contract awards are anticipated in OASIS SB Pool 1.  Approximately 160 additional MA-IDIQ contract awards are anticipated in OASIS SB Pool 3. Approximately 60 additional MA-IDIQ contract awards are anticipated in OASIS SB Pool 4.

MINIMUM QUALIFICATIONS

Below is an overview of the minimum qualifications:

  1. Pool Qualification:   Must have two distinct past performance contracts per each desired pool as a prime contractor with the Federal Government (awarded under the applicable pool NAICS codes).  Each contract must be ongoing with base year completed or completed no earlier than Nov 13 2013.  Contractor must have received a past performance rating/score of 3.0 or higher for the contract to be considered.
  1. Relevant Project Experience:  Must have 3-5 distinct past performance contracts as a prime contractor with the Federal Government that involve the performance and/or integration of at least three (3) out of the six (6) OASIS SB Core Disciplines (consisting of Program Management Services, Management Consulting Services, Scientific Services, Engineering Services, Logistics Services, and Financial Management Services).  Each contract must be ongoing with base year completed or completed no earlier than Nov 13 2013.  Each contract must be greater than $150,000 per year. Total combined annual value of all projects must be equal to or greater than $750,000 per year times the number of projects submitted (for example, if three Projects are submitted, the combined annual value must be equal to or greater than $2.25 Million per year; if four Projects are submitted, the combined annual value must be equal to or greater than $3.00 Million per year).  Contractor must have received a past performance rating/score of 3.0 or higher for the contract to be considered. Extra evaluation points are given to contracts that:
  1. a)integrate multiple core disciplines (3,4,5 or 6)
  2. b)that are performed throughout multiple locations (2-4, and 5 or more)
  3. c)that involve subcontracting & teaming (3 or more subs/team members)
  4. d)that involve ancillary services and/or products
  5. e)that are cost-reimbursement in nature
  6. f)that are performed in OCONUS locations
  7. g)added weight is given to larger dollar contracts
  1. Must not be excluded/debarred/suspended in the EPLS system
  1. Must be financial responsible (no concrete definition given, but contractor must be able to demonstrate their financial capacity to perform on larger dollar contracts).
  1. Though not required, additional evaluation points are given to firms that possess the following certifications:
  • a.       DCMA approved purchasing system
  • b.       Forward Pricing Rate Agreements (FPRA), Forward Pricing Rate Recommendations (FPRR) and/or Approved Billing Rates
  • c.       EVMS ANSI Certifications
  • d.       ISO 9001, ISO 17025, ISO 14001
  • e.       AS9100 Certifications
  • f.        CMMI Certifications
  • g.       Secret or Top-Secret Facility Clearance

 

OFFERED SUPPORT:

We are offering the following proposal support service for firms interested in pursuing the OASIS SB Onboarding IDIQ Opportunity:

Option #1:  Qualification & Bid/No Bid Screening: 

Is your firm having difficulty determining if you qualify for this IDIQ contract?  Are you having trouble determining if you have a legitimate shot to be a successful awardee?   Before you expend extensive time, energy and resources to prepare this proposal, Sams Contracting Consulting and Training offers to review your past performance, financial statements, certifications, CPAR ratings, etc. and provide feedback concerning your team’s chances of being a successful awardee.

Proposed Investment: $350

Period of Performance:  2 Business Days

Option #2:  Subcontracting/Partnership Development

OASIS allows for the incorporation and submission of a subcontracting plan to ensure that small business, small disadvantage business (SDB), women-owned business (WOSB), HUBZone small business (HUBZone), veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB), are provided the maximum practicable opportunity to participate as Subcontractors.   The incorporation and submission of a subcontracting plan is required for large businesses, and optional for small businesses.

For firms not qualified to pursue Oasis as a prime contractor, there may be viable opportunities to participate in this contract as a subcontractor/teaming partner.   As such, we are able to assist with partnership development to connect your firm with other companies that may be pursuing this contract as a prime contractor.  Additionally, we are able to assist prime contractors with identifying and connecting them with companies whom possess specific certifications and past performance as needed.  Our support in the area of partnership development consists of the following:

*Spreadsheet Identifying Potential Partners (With POC Info):   $350

*Partnership Development Outreach To Identified Partners (We Do The Outreach):  $750

Option #3:  Proposal Management & Subject Matter Expertise

In this capacity, we will provide guidance and subject matter expertise as former contracting officers and current proposal writers to assist your company in compiling and submitting a responsive and competitive proposal.  During an initial collaborative kickoff meeting, we will discuss the required proposal elements, divide and assign tasks within your team, and establish milestones and deadlines for required documentation to be completed.  Depending on your team’s availability and needed level of guidance, we will coordinate times and dates for teleconferences (1-3 per week) to be conducted to discuss ongoing proposal tasks and upcoming milestones with your team.  Draft documents completed by the team can be uploaded using a shared folder feature (via dropbox), which will allow us to provide feedback and recommendations to revise and enhance various proposal sections prior to be finalized.  While this option excludes proposal writing or the completion of proposal documentation, we will readily provide narrative content that we’ve developed for the employee compensation plan and uncompensated overtime areas that you can tailor towards your firm.

Proposed Investment: $2,500 ($1,250 due upon execution/$1,250 due upon submission)

Period of Performance:  From Execution Through Proposal Submission
